Our affiliate NFSCars asked at EA, what exactly the regional differences in the carlist are, and the following was the answer:

Only the North American version of the game will have the Honda Civic and the RSX. The rest of the free world is getting a Peugeot and the Vauxhall/Opel to replace the Hondas.

Doh!

Wot a monumental fukkup - so theyre actually gonna remove two cars, instead of addin them all in... i thought 'imports' were part of the scene - and how does that affect online play - what if we like Corsas AND hondas!?
